Mission Statement
The El Dorado Local Agency Formation Commission (LAFCO) is a State mandated local agency whose jurisdiction is all of El Dorado County. The California State Legislature directs El Dorado LAFCO to:
- Promote orderly growth and development
- Discourage urban sprawl while preserving open space and agricultural lands
- Encourage efficient service areas for local governments

What LAFCO Does
LAFCOs are responsible for reviewing and approving proposed boundary changes for most public agencies, including annexations and detachments of territory to or from cities and special districts; incorporations of new cities; formations of new special districts; and consolidations, mergers, and dissolutions of existing districts. In addition, LAFCOs must review and approve contractual service agreements, determine spheres of influence (plans that show future service areas and boundaries) for each city and district, and may initiate proposals involving district consolidation and dissolution. |

Clarksville Annexation to the El Dorado Irrigation District: Project No: 2009-01
Annexation of two parcels, APNs 121-280-03 (9.52 acres) and 121-280-05 (1.8 acres), into the El Dorado Irrigation District (EID). The properties are located on the north side of White Rock Road in the El Dorado Hills area, approximately 1,400 feet west of the intersection with White Rock Road and Joerger Cutoff Road. Annexation to EID is necessary in order to obtain water and wastewater services for a proposed commercial project on APN 121-280-03, consisting of approximately ten commercial buildings of office/medical use. APN 121-280-05 is currently used solely for cemetery purposes with no plans for a future change in land use; annexation of the cemetery is requested by LAFCO in order to eliminate the creation of a service island and to create a more orderly district boundary.

El Dorado Union High School District Annexation to the El Dorado Irrigation District: Project No: 2009-09 Annexation of 215 acres into the El Dorado Irrigation District to support the development of a new high school for the El Dorado Union High School District. The proposal includes two parcels; APN 117-020-03 (214.99 acres) and APN 117-020-25 (est. 0.01 acres). APN 117-020-25 is a small section of roadway that bisects APN 117-020-03 and is included in the proposal to create a more orderly district boundary. The properties are located in the El Dorado Hills area approximately four miles south of Highway 50, west of Latrobe Road and south of Wetsel-Oviatt Road. |

Alto Reorganization: Project No: 2009-10
The Alto Reorganization proposes to annex 81.62 acres into the El Dorado Irrigation District (EID) and the El Dorado Hills County Water District (EDH Fire) to support the development of a proposed 23-lot residential subdivision. The project consists of one parcel, APN 126-100-19, located in the El Dorado Hills area approximately one half mile east of Salmon Falls Road and one half mile north from Malcom Dixon Road. Wastewater service from EID is not requested; private on-site septic systems are proposed for the subdivision.
