3. PUBLIC FORUM/PUBLIC COMMENT

Members of the public may address the Commission concerning matters within the jurisdiction of LAFCO which are not listed on the agenda. No action may be taken on these matters.

4. PUBLIC HEARING TO CONSIDER THE DRAFT MUNICIPAL SERVICE REVIEW OF COUNTYWIDE FIRE PROTECTION SERVICES

Informational study on fire protection services and analyses of the service provision capabilities of all fire protection districts in El Dorado County.

5. PUBLIC HEARING TO CONSIDER THE METHOD OF PREPARATION OF MUNICIPAL SERVICE REVIEWS

Receive and consider the information regarding the municipal service review requirement, El Dorado LAFCO’s progress on the completion of these reviews and decide the appropriate course of action for meeting the state deadlines.

6. PUBLIC HEARING TO CONSIDER AND ADOPT THE PROPOSED WORK PLAN FOR FISCAL 2006-07

Public hearing to consider and adopt the Proposed LAFCO Proposed Work Plan for Fiscal Year 2006-07. The Budget Ad Hoc Committee recommends this Work Plan detailing the staff priorities for the coming fiscal year.

7. PUBLIC HEARING TO CONSIDER AND ADOPT THE PROPOSED BUDGET FOR FISCAL 2006-07  | Attachment A-F  | Attachment G - Issues Raised

Public hearing to consider and adopt the Proposed LAFCO Budget for Fiscal Year 2006-07. The budget projects the expenditures and revenues for the next fiscal year. The Budget Ad Hoc Committee recommends this expenditure plan to adequately fund LAFCO daily work, expected proposals, special projects and staffing levels.

9. CONSIDER PROPOSED AMENDMENTS TO GOVERNMENT CODE SECTION 56133 | Attachment AAttachment B

Some LAFCOs throughout the state are considering changing some requirements for out of agency service agreements specified in the government code. Specifically, the proposed changes remove the requirement that lands applying for out of agency service agreements be within the agency’s sphere of influence.

If you challenge a LAFCO action in court you may be limited to issues raised at the public hearing or submitted as written comments prior to the close of the public hearing. All written materials received by staff 24 hours before the hearing will be distributed to the Commission. If you wish to submit written material at the hearing, please supply 15 copies.

NOTE: State law requires that a participant in a LAFCO proceeding who has a financial interest in the decision and who has made a campaign contribution of more than $250 to any Commissioner in the past year must disclose the contribution. If you are affected, please notify commission staff before the hearing.
