Location: The parcels are located at 6464 Koki Lane, on the south side of Pleasant Valley Road, approximately 600 feet west of the intersection with Koki Lane in the El Dorado area.
Project Description: The landowner is requesting annexation of APNs 331-221-035 and 331-221-036 (approximately 8.08 acres) into the El Dorado Irrigation District (EID) to obtain water and sewer services for the El Dorado Senior Village Apartments project.
Design Review Permit DR20-0001 for the El Dorado Senior Village was approved by the El Dorado County Planning Commission on August 27, 2020, under the streamlined provisions of California Senate Bill 35 for affordable housing.
As approved, the El Dorado Senior Village Apartments is an age-restricted, affordable community housing development that includes 11 multi-unit residential buildings with a total of 149 rental units, a commercial building with retail, office and restaurant space, bed and breakfast country inn, community clubhouse and pool, leasing office, 220 parking spaces, and 2.3 acres of landscaped and active recreation area.
There is an active application with El Dorado County Planning for a modification to Design Review Permit DR20-0001. As proposed, the modified project would remain an affordable, age-restricted multifamily housing development, now consisting of two multi-unit residential buildings with a total of 144 rental units, two community buildings, and associated parking, lighting, and landscape improvements.
If approved, the modification would reduce the total number of rental units from 149 to 144 rental units, decrease the overall building footprint by approximately 29,000 square feet, and eliminate the previously approved commercial component. The modification request is currently under review by County Planning and Building staff to ensure consistency with applicable County standards.
